Actually I can see the point in that. The Pygmalion Effect works well on the general public. That's why the FTC takes such a dim view on stock rumors in chat rooms; they can have a big impact in the real world of the stock market. If a comment by some unknown asshole in a chatroom can have an effect, think about the President-elect's comments.

However, I can also see that striking a blow to Bush's credibility could be a tempting thing for the outgoing administration.
